Through the period from the Hayashi to the first Konoe Cabinet, which was estabished in July 1937, although all successive ministers of finance propagated the need of the controlled economy, in fact, it appeared，their economic policy protected the free economy interests. On the other hand, the military required successive governments the stronger national defense. Then, in order to satisfy the both opposite requests at the same time, the first Konoe Cabinet wrote one scenario. The first Konoe Cabinet after its reshuffling established the two national investment companies in China, one was located in the northern part China, and another in the middle part both at the end of 1938. By the scenario, it was assumed that the two investment companies could absorb most of Japan's private capital on the one hand, and on the other hand could invest own capital in China aiming to make Japan's military influence prevail there.
