本稿は、2000 年以降の英国における後期中等教育の改革とNEET 対策を一体的に進める教育及び社会保障政策がどのように展開しているか概観する。公教育の拡張と福祉連携が進む背景にある不就学やNEET の問題に対して、2013 年から本格実施された離学年齢引上げ策の評価報告書と就学困難者向けの個別学習支援策(スタディ・プログラム)を実施する非営利組織の訪問調査をもとに後期中等教育改革の一端を報告する。
