Abstract

NHK Chugakusei Nikki (Junior High School Diaries) was a weekly educational TV program, which was produced by NHK Nagoya Broadcasting Station and aired on NHK nationally from 1972 to 2012. This paper, focusing on its producers and readers' narratives, indicated a part of the process in which Yutori education came to be regarded as the "national consensus" in Japan. From the 1970s to the mid-1980s, Chugakusei Nikki played a role in highlighting problems in the Japanese educational system, such as fiercely competitive entrance examinations, and allowed people to exchange their opinions about these issues, as the producers envisioned. After the establishment of the National Council on Educational Reform in the mid-1980s, producers and readers' interest in the educational system faded away. They began to pay attention to whether school or parents are responsible for youth problems. Since 2003, against the backdrop of the implementation of Yutori education and calming down of juvenile problems, Chugakusei Nikki has come to be perceived as a program specially for teenagers, and the program has lost its impact on discussions over educational reform.
