- Japanese Overseas Traveling as a "Mechanism" Half a Century's Experience after the Liberalization of Overseas Traveling

Abstract
This study finds a mechanism in the development of Japanese overseas traveling in half a century from the enforcement of the Tourism Basic Act in 1963 to its complete revision in 2006, and studies three main actors moving that mechanism ; the institution, the structure of travel and aviation industries, and Japanese travelers who are consumers. The Japanese began traveling abroad since it was liberated in April 1964. At the beginning, overseas traveling was beyond the reach of ordinary people. It became rapidly popular among ordinary Japanese people as the Boeing 747 passenger airplanes were introduced in the 1970s. The structure of overseas traveling and commercialization of overseas traveling were developed in order to fill large airplanes. The number of Japanese overseas travelers reached its peak in 2000. However, it decreased as the B-747 became outdated. This is the time to reconsider how the motivation of Japanese travelers, who are responsible for overseas traveling, have been changing.
