カンボジアとベトナムは世界でも有数の地雷汚染国であり, 地雷や不発弾の処理が国家の最重要課題となっている。また, 両国政府は地雷除去専門機関を設置し, 地雷や不発弾の分布に関する調査や, 探知活動, 除去および処理活動を実施しているが, 地雷や不発弾の絶対的な数量が多いことから長期にわたる活動が必要となっている。本調査は, 当初独立行政法人新エネルギー・産業技術総合開発機構(NEDO)がカンボジアとベトナムにおける地雷をはじめとする地中埋設物の探査と除去方法および除去手順等に関する現地調査を実施し, 両国に適した地雷探知機と地雷除去機を開発するために必要な基礎的資料の提供を目的として実施されたものである。しかしながらその後, 調査で収集してきた資料を再検討した結果, 日本ではあまり知られる事の無い事実が判明した。本論文においては, 各種資料を再検討した上で, カンボジアとベトナムの地雷除去に関する現状と課題の報告を目的としたものである。

There are a lot of buried objects which are landmines, unexploded ordinances and fragments in the Indochina Peninsula due to the several wars and conflicts in 19^<th> century. In the study, the authors have carried out the field survey to clarify between natural environment and the mine clearance activates in Cambodia and Vietnam. In mine clearance sites in Cambodia, it is most needed to develop the equipment which can that detect landmines themselves, not metal fragments. Also it is pointed out that prodders which demining platoons use may directly touch the triggering devices of landmines when they have no dig out the detected object by hand with prodders. Because of that danger, it is required to develop the three-dimensional display equipment for seismic exploration to show the posture of the landmines underground. In Vietnam, the same is required as the development of equipment as to three-dimensional display, moreover it is needed to develop the equipment which can analyze underground condition to the depth of 10m, can be operated by remote control system, can detect Iandmines efficiently, and is resistant to the high temperature and humidity in Vietnam. On the other hand, almost 700f the landmine and unexploded ordnance clearance activities is devoted to remove the vegetation, because In the present circumstance where anti-personnel landmines, anti-tank mines and unexploded ordnance are intermingled in the minefields, there are limitations as to the development of the equipment which can remove anti-personnel landmines only. Although the vegetation clearance machines are not demining machines but the supplementary equipment for demining, they are extremely useful in the natural environment in Indochina.
