The “Belt and Road” vision is a priority project of the Xi Jinping administration, with each department of the Chinese government working to achieve the goals of the projects within this vision. The Ministry of Education for example has announced new policies in rapid succession, in line with this vision. This paper analyses articles from the Magazine “China Scholars Abroad”(controlled by the China Ministry of Education), from five years before and then after Xi Jinping assumed leadership. The paper focuses on data analysis by country. The results of the survey showed an increase in publication of feature articles related to the countries and regions along the proposed “Belt and Road” vision. This is a sign of Xi Jinpingʼs policies, from 2015, two years after relevant initiatives were announced, and overlapping with the time when the Ministry of Education launched policies related to “Belt and Road”. Meanwhile, from 2013 to 2014, rather than the “Belt and Road” Vision, the magazine emphasized Xi Jinpingʼs just-announced “China dream”. “China Scholars Abroad” thus appeared sensitive to Xi Jinpingʼs announcement of new policies. Over time, however, the magazineʼs focus changed from Xi Jinping as a national leader of China, to gradually focusing on students as international representatives of the country. Overall, from 2013, after Xi Jinping became the national leader, the Chinese government expected that “study abroad” should contribute to the stateʼs policy goals.
