This paper analyzes the structure and characteristics of tourism in Okinawa before the COVID-19 disaster, focusing on secondary transportation. At the same time, we will consider the problems inherent in the economic structure before the COVID-19 disaster and problem of tourism itself, and present solutions to those problems. Okinawa has achieved high growth through tourism, but the problems are the fragility of the unbalanced industrial structure, the economic structure that is heavily dependent on tourism, and the exogenous conditions due to islands and other geographical conditions. Most of the visitors to Okinawa stay overnight, but the length of stay is short. The number of tourists entering Okinawa is increasing, and the proportion of foreign tourists is increasing remarkably in recent years. For Okinawa Prefecture, which aims to become a tourism-oriented prefecture, solving the problem of secondary transportation is an urgent issue. It is characteristic that tourists in Okinawa use more rental cars than other means of transportation. In Okinawa, where tourists use their own rental cars and citizens travel by private car, traffic congestion is heavy in urban areas, tourist spots, and major roads, but public transportation is scarce. In order to reduce chronic congestion and environmental impact, it is conceivable to improve public transportation such as park and ride, strengthen the management system, and limit the quantity by market regulations such as island tax.
