In our country, the teacher who can exercise sufficient leadership neither by illness nor stress exists mostly today. The system for securing the right which such a teacher commits is not fully improved in our country. In the precedent paper, I summarized the outline of the functionary recovery system for teachers of France. So, in this paper, I intend to clarify the actual condition of institutional employment of the system.
