Abstract

Personnel evaluation systems are of key importance for human resources management. They help to assess the performance and capabilities of employees through their day-to-day operations. The results gained are applied to the decision making process concerning an employee’s promotion, salary increases, bonuses, transfers, and further job training.  Personnel evaluation systems are linked to treatment and transfer of employees, but these still contain many problems. A fundamental problem is that errors in the evaluation process occur because it is “people who evaluate other people.” This inherent problem found in personnel evaluation systems is not easily overcome.  Previous research has not proposed much in the way of effective remedies or improvements to practice. In this paper, I argue for a plan to improve personnel evaluation, through an understanding of the causes of evaluation error based on the actual operation of the system.
