When a large disaster occurs, the affected area may become an information vacuum area. Information needs to be sent from the disaster area to the outside and cannot be smoothed when the infrastructure is damaged by disaster. Information that cannot be smoothly sent to the outside also affects the progress of relief and support activities for victims. At that time, it is important to fill in the information blanks. Crisis management in China began in 2003. In 2008, after the Sichuan Earthquake occurred, discussions about building the National Emergency Broadcast System began. And it will be completed by 2025. The National Emergency Broadcast System is expected to be the most effective emergency response service for rescuing residents of affected areas. There are a variety of transmission methods through the Internet. However, radio broadcasting is characterized by its simple broadcasting system, promptness, and ability to transmit information only by voice. Therefore, even with the increasing use of social media today, radio broadcasting still has an influence in areas affected when major disasters happened. Among them, local media such as Japan's Temporary Radio Broadcasting Stations for Disaster are irreplaceable. This paper is based on the theory of disaster informatics, and the author conducted an interview survey on the activities of local media concerning the emergency broadcast system in China. As a result, we consider the functions and problems of the local media in the National Emergency Broadcast System currently being constructed in China.
