On December 1, 2018, the Basic Act for Child and Maternal Health and Child Development came into effect. Article 15, paragraph 2 of the Act provides that "The national and local governments shall take necessary measures such as the development of a system and database concerning the collection, management, and utilization of information on the cause of death in the case of the death of a person in the process of being born. The new law has been effective since 2020. As a result, the Ministry of Health, Labour and Welfare has launched the Child Death Verification for Prevention, or so-called Child Death Review project, starting from 2020. Seven local governments have started CDR model projects in 2020 and nine in 2021. Based on my participation in the multi-agency verification working group of the CDR model project so far, this paper summarizes the issues of the CDR model project, state that it is necessary to legislate CDR by Japanese government and discuss what points will be important in the legislation.
