Abstract

The term “crisis negotiation,” which is used as an invaluable tool mainly by law enforcement agencies in the U.S., is unfamiliar in Japan, and it is no exaggeration to say that it is an undeveloped area, compared to the numerous studies on “negotiation”. In the U.S., studies of crisis/hostage negotiation based on theory and practice has been flourishing since the 1970s and continues to the present. However, since the number of hostage sieges and incidents involving gunfire is overwhelmingly small in Japan, it is difficult to say that there is an urgent need for a crisis negotiator specialized in hostage situations. Crisis negotiation, which is often referred to as a method based on hostage or non-hostage situations, however, has been applied to crisis management and conflict management. This paper will focus on the conceptualization of crisis negotiation as a starting point for the study of crisis negotiation.
