Abstract

The Marshall Plan for the reconstruction of Europe after World War II included investment and support for the tourism sector in its final phase. The sister city partnership, which began at the same time, have developed as part of the tourism policy. This paper examines whether tourism can be a tool for restoring peace, based on the transformation process of the sister city partnership between Japan and Austria.
