The problem of school non-attendance in Japan has been an ongoing issue since the beginning of the present school education system after W.W.II. However, the background of the problem has changed over time. In recent years, a law to ensure learning opportunities for non-attending students came into effect in 2017, and in addition to various learning opportunities within the framework of public education, initiatives outside the framework of public education, such as free schools are expanding. However, the number of non-attendant students has increased significantly, especially since the lifting of school closures due to the pandemic of COVID19 that began in 2020. In other words, the situation is such that existing schools are generating new non-attendant pupils while diverse selection opportunities for non-attendant students are expanding. Under these circumstances, it is clear that systemic reforms in existing public education are needed. In this report, the author focuses on Nagano Prefecture, which has one of the highest rates of non-attendant students in Japan, to analyze the state of public education in Japan, focusing on what kind of support measures are being taken and, as an example of such support, the efforts being made at special-needs schools for sick and weak children.
