In recent years, there has been a noticeable increase in the number of special-needs schools and enrolled students in Japan, signifying the growing significance of these institutions in Japanese society. The essential roles, or mission, of special-needs schools are explicitly outlined in the School Education Law and other pertinent legislation. These roles include “providing education to foster the independence of students with disabilities” and actively “working toward an inclusive society in Japan.” On September 9, 2022, the UN Committee on the Rights of Persons with Disabilities expressed concerns about Japan’s current progress in “working toward an inclusive society” and issued recommendations for improvement. This paper delves into the analysis of school management plans formulated by principals at special-needs schools in the Tokyo Metropolitan area. The objective is to scrutinize the extent to which the contents align with the specified “roles (mission) of special-needs schools,” particularly in (1) providing education that fosters independence for students with disabilities and (2) contributing toward an inclusive society in Japan – responsibilities acknowledged by the principals. The analysis brought to light that the percentage of statements related to “contributing towards an inclusive society in Japan” was remarkably low. This finding underscores the need for increased awareness among principals at Japanese special-needs schools regarding their mission of “contributing to an inclusive society.” This crucial aspect should be more prominently incorporated into their school management plans to ensure alignment with their roles and responsibilities.
