In this paper, I attempt to analyze the process of players to move effectively on the Ritto city's project of constructing the new station of the Shinkansen bullet train. Shiga prefecture and concerning cities of the new station construction project organized the association of coordinating the project. As Allison suggests three models of decision-making that are labeled 'Rational Actor Model', 'Organizational Process Model' and 'Governmental (Bureaucratic) Politics Model', it is important to analyze the reference framework of thinking about the players in the game.
