In this study, the actual educational activities practiced in public unified secondary schools and the results they would achieve were examined. Especially, the possibility that they might turn out to be examination elite schools was analyzed. A questionnaire survey on three items(the selection of lower secondary school entrants/the curriculum/the education to prepare students for entrance examinations)was carried out for every current public unified secondary school in Japan(7 secondary schools and 35 cooperative schools). And it pointed out three findings. First, most of public unified secondary schools practice distinctive education and they are trying to improve university advancement rate. Second, five factors control the possibility of becoming examination elite schools. These factors are: the reduction of school size/the purpose of establishment/the selection of lower secondary school entrants/the curriculum/the difference of educational philosophy between lower and upper secondary school teachers. The last, public unified secondary schools will become established as the schools that achieve a balance between distinctive education and university advancement rate.
