Abstract
This article examines the vision and the structure of the educational system for the gifted and talented in South Korea. South Korea as well as most of the countries insists on the necessity of the gifted education from two perspectives. First, "the personal and educational perspective" such as, the assurance of the opportunity that corresponds to one's ability and aptitude. Second, "the national and social perspective" such as, the improvement of national competitive ability in the knowledge-based society in the 21st century. After IMF SHOCK in 1997, the later perspective has been emphasized a lot more in South Korea for the purpose of surviving in the knowledge-based society. Furthermore, "The Education Act for the Gifted, " which was enacted in 2000, contains the definition and vision about the gifted education in the 21st century and it reflects such a social context in this country. This article also points out the present conditions and the problems in the structure of the gifted education system in South Korea. The problems are as follows: A rapid increase of students causes a shortage of equipments and well-trained teachers. Mathematical and scientific subjects are given much more emphasis than other subjects. The number of students at the high school level is very less compared to the lower school level.
