本稿は、バングラデシュの就学前教育において、ナショナルカリキュラムで定められる基準内容を、グローバルなレベル、ローカルなレベルで比較してその共通点と相違点を明らかにし、乳幼児のための学習発達基準を制定する意義とリスクを考察することを目的とした。結果、まず、他国の基準で共通していた項目と比較すると、大きな相違点として、バングラデシュでは学習へのアプローチに関する基準がないことが指摘できた。次に、ローカルなレベルで比較すると、栄養、宗教、英語の3点がローカルなカリキュラムにのみにあることを明示した。一方で、ローカルなカリキュラムには社会性と情動や、一般知識の点で不足があることも明らかにした。この結果を踏まえて、共通の基準を制定する意義としては、自身のカリキュラムを省察し、より包括的な視点を得られること、リスクとしては、共通の基準にない内容が見過ごされる可能性があることを指摘した。This paper considers the validity of early learning and development standards in Bangladesh. For this purpose, this paper clarifies similarities and differences in early learning and development standards among the Bangladesh pre-primary national curriculum, other countries’ standards/curricula, and two local curricula in Bangladesh. First, three countries’ standards are compared and the common contents are set as the analytical framework. Second, the national curriculum and two local curricula were compared within this framework. This paper revealed that these standards/curricula have some similar contents, but the most noticeable difference is that the national curriculum and local curricula in Bangladesh do not have any standards regarding “approach to learning.” In addition, local curricula have contents of religious education, nutrition, and English, while these are not included in the national curriculum. On the other hand, the local curricula do not have sufficient contents regarding social and emotional development and general knowledge. These results suggest that common standards of early learning and development are beneficial in that providers can consider their own curricula, and obtain a more comprehensive view of early childhood development and education. At the same time, however, such standards come with the risk that contents not included as standards may be overlooked.
