本稿は、71 年に本格化し始める韓国の核開発をめぐる背景を検証するものである。本研究の特徴は、ニクソン・ドクトリンの政策的影響はいうまでもなく、中国や日本の政策変容が韓国に及ぼした影響を重視する点にある。分析の結果、次のような3 点について解明することができた。第1 は、韓国は中国による核脅威をどのように認識し、米国による「核の傘」に対する信頼性をどう考えるべきなのか。第2 は、韓国がNPT 体制における持つものと持たざるものの格差をどのように判断したのか。第3 は、韓国は60 年代末頃から原子力先進国である日本の核武装の可能性をどう捉えたのか。

This paper investigated the historical background of South Korea＇s nuclear development program that had begun since 1971. This research places importance on the influence of neighboring countries＇ policy changes as well as the political influence of the Nixon Doctrine. The result of analysis, the three following points became clear. To begin with, how did the South Korea recognize Chinese nuclear threat, and how high was the reliability of U. S. nuclear umbrella for Korean? Then, how did South Korea judge the gap between the haves and the have-nots in the NPT system? Finally, how did South Korea explore the possibility of the Japanese nuclear weapon program after the end of the 1960s?
