In an university or community, the movement that is going to utilize CGM which is social media from the viewpoint of word of mouth marketing and information circulation becomes active recently. In this report, I suggest "cluster cooperation model" by CGM from the viewpoint of circulation of the information technology for the purpose of an university and a community becoming able to contribute to each other's activation. And I showed the framework including the definition of this suggestion model, a method of the information circulation and a knowledge creation process. Finally I argued about feasibility and the effectiveness of the suggestion model by the adjacent line.
