The author has previously studied the historic transition in conservation and administration of ancient burial mounds (kofun) in modern times, discussing the issues in terms of Stage I through Stage III-the formation period of kofun conservation and administration. This period spanned the Meiji Restoration through the establishment of the Historical Spot, Scenic Beauty and Natural Monument Preservation Law. In a continuation of previous research, this paper explores and sheds light on the changes in kofun conservation and administration from the enactment of the Historical Spot, Scenic Beauty and Natural Monument Preservation Law in1919through the enactment of the Cultural Assets Preservation Act in1950and the resultant expiration of the Historical Spot, Scenic Beauty and Natural Monument Preservation Law. Treating this period as the development period of kofun preservation administration, the author broke it down into four stages: Stages IV through Stage VII. Stage IV is the period from the enactment of the Historical Spot, Scenic Beauty and Natural Monument Preservation Law in1919through the transfer in jurisdiction of historic site administration from the Ministry of Royal Home Affairs to the Ministry of Education in1927. Stage V spans the years from1928, after jurisdiction was transferred to the Ministry of Education, through the enactment of the All National General Mobilization Act (kokka-sou-douin-hou) in1938. Stage VI spans the period of the enactment of the All National General Mobilization Act in1938through the end of the Pacific War in1945. Stage VII consists of the period, starting in1945, of the occupation by the Allied Forces and the launch of the GHQ's occupation policy through the enactment of the Cultural Assets Preservation Act in1950, which resulted in the expiration of the Historical Spot, Scenic Beauty and Natural Monument Preservation Law.
