In this paper, reviewing the articles and opinions of the newspapers and journals of those times, we deal with the economic problems and policies in the period between the cease fire of the WWI and the conclusion of the Versailles Treaty. In this period a seed of the bubble was sown in the Japanese economy. But at the cease fire many Japanese expected the big slump to come soon and they were ready to it. In fact their expection was false. The slump was over in short time and they experienced a huge boom. The Taisho Bubble was brought by the gap between the expection and reality.
