We examined the actual conditions and change of various rooms by the established year, the request of the space, the occupancy rate of various rooms and institutional problems in the 63 district community centers of the Fukuyama City, which had been repaired by the system for founding a building in an elementary school ward. Then, we analyzed the effect of regulated factors on the occupancy rate of various rooms in a center. In the time, we set 7 indexes from each viewpoint of regional characteristics of the school district, accessibility to the center, characteristics of place, various room or management of the center. (1) The district community center after 1981 has been established by the uniform standard. However, in new community center, lobby and barrier freeing are being attempted. (2) Especially, the occupancy rate of various rooms tends to be high generally in the school district with small numbers of the meeting place. (3) It manages the community center in the condition which is approximate to the volunteer, and the community center as a field of social education has met large transition. (4) The accessibility and recognition to the center were important in addition to the arrangement by the population distribution in the installation of the center.
