高度情報通信環境は、人々の生活に潜在的脅威を及ぼし兼ねない。そこで、人々は、この潜在的脅威に耐え得る力を自ら形成しなければならない。このことは、高度情報通信環境下の人間形成のあり方に対する基本的要請であり、それは、この環境における人間形成の課題に組み込まれるべきものであろう。高度情報通信環境の潜在的脅威に耐え得る力とは、第一に、この環境自体がもたらす一元的情報制御からの脱却のための「ユーザプログラミング」の力、第二に、情報通信ネットワーク利用を補うための恣意的体験に基づく空間知覚の力、そして、第三に、情報通信ネットワーク・コミュニケーションを補うための対話の力である。高度情報通信環境では、それらの形成が人々に求められる。高度情報通信環境における人間形成の課題にメディアの利活用能力の形成が含まれることは当然であるが、それに加えて、上記の三種類の力の形成も、この環境のもたらす潜在的脅威に対処するものとして重視されなければならない。

What are the purposos of education in a sophisticated information-communication environment? People within this type of artificial, environment require two types of knowledge from education: the aquisition of media literacy requisite for sophisticated information communication, and the development of abilities to endure and overcome latent menaces in the environment. The latter knowledge developes their ability to process spatial perception, and their ability to engage in dialoue with others, since the sophisticated information-communication environment controles their computer-literacy, narrows the spontaneity they need for creativity, deprives them of their spatial-perception, and weakens their rhetorical skills. We have to consider these kinds of educational purposes in relation to the menaces of the sophisticated information-communication environment.
