The audiovisual effects of Radio and TV media in the field of literacy education are found to be more efficient in the less developed areas than in the industrialized areas. If educational media programs are carefully designed, they can evidently influence the cognitive attitude of students at school and adults at home. Get while such technology is available, many countries have not been able to make the best uses of it for educational development. What has been the reason for not making the best advantage of educational programs? This paper argues that the curricula of staff training systems tend to be too theoretical and the script making of educational programs lack sufficient stimuli for promote self learning. This report in based on observation of educational TV activities in several South American countries as well as Indonesia. The paper argues that especially the curricula of staff training for educational programs must be given more practical attention to the implications of media characteristics when considering the relationship of programs to classsroom teachers, text-books, and educational technology. The paper argues that it is also important to arrange with international cooperation, the systematic communication infrastructure for educational TV in less developed countries.
