Abstract

In this paper we examine how the Poor Law Commissioners in the last five years coped with the problems on the medical relief, through the examination of their Annual Reports . Mainly we analyze the response of the Commissioners to the objections from the Boards of Guardians, against the regulations on the qualifications of the medical officers, the maximum amount of the area and population of medical districts, and the rates of payment for medical officers in certain surgical and midwifery cases which were included in the 1842 'General Medical Order.' Through our examination it will be also clarified that the Poor Law Commissioners, though they considered the claims of various interests, sometimes neglected the 'less eligibility' principle in order to give the adequate medical relief to the poor.
