費用便益分析のなかでトラベルコスト法(TCM:Travel Cost Method)は、レクリエーション施設の利用価値の評価に適しているとされる。TCMでは、訪問者が移動費用をかけても施設を利用する価値があるとする利用価値に注目し、この利用価値を評価することによって便益の計測が可能となる。つまり、その場所を「訪問するための動機付けがある価値」を持っている施設であればTCMの適用可能性は高い。本稿では、公立図書館の移転新築事業に伴う便益の変化を計測するため、トラベルコスト法を用いた。その結果、市町村立図書館より規模の大きい都道府県立図書館において、トラベルコスト法の有効性を明らかにした。また、移転新築事業に伴う明確な便益増加と、その要因が主に延べ床面積に依存していることを明らかにした。

Among the cost- benefit analysis (CBA) methods, the travel cost method (TCM) is said to be one of the most suitable methods to evaluate the utility value of recreational facilities. In the TCM, the benefit is measured as travel expenditures that visitors have a willingness to pay for using that facility. In other words, the TCM is highly applicable if people have incentive to visit the facility. The aim of this thesis is to use the TCM in order to measure the benefit of a public library and its change after its reconstruction project. As a result, we found that the TCM is effective for the CBA of prefectural libraries, which have larger scales than municipal libraries. Also, we found that the benefit gain by the reconstruction projects is positive, and this gain mainly depends on the scale of the floor plan.
