Abstract

このノートの目的は，文献[8]で扱った議員定数配分問題の結論を補足することである．人口に比例して選挙区に議席を配分する場合，人口が極端に少ない選挙区には議席が配分されない恐れがある．現実には，それを防止する対策が定められているが，文献[8]ではその議論が皆無であった．本稿では，この点について詳しく議論する．

This note complements the paper[8] which treats the apportionment problem. The problem demands the allocation of legislative seats in proportion to the population of electoral districts. Accordingly, least populous districts might not be able to receive a seat. However, in reality, there are some special provisions that every district can get at least one seat. Because the paper[8] does not discuss anything on this subject, we discuss it in detail in this note.
