Today, World Heritage Sites are recognized as a symbol of conservation of cultural properties and natural environment in many countries, or World Heritage Sites come under the spotlight as great tourism attraction. UNESCO as specialized agency of United Nations is also well known throughpromotion of World Heritage System. Little attention to general theory of World Heritage system that include the history, the management and the problems, although individual case becomes hot topic fordiscussion. This paper discusses the gap of idea and actual status on World Heritage Convention, in particular, I considered the unbalance of heritage nominations and the bias of contents that bring the contradiction of nominations. And I followed up a change of UNESCO' s policy after Global Strategy and its problem in present situation.
