The Omnibus Decentralization Act (2000) was enforced in April, 2000 and as a result, Japanese local governments' legal authority was expanded. Do local governments in Japan make use of legislation and other legal means in the field of personnel administration to realize their policy at this time of decentralization? This is not fully demonstrated in the approach from the theory of policy making laws. Therefore I focused on theories of administrative organization and public management and researched personnel administration in the approach from these theories. As a result of dividing personnel administration into four fields: appointment; personnel training; personnel evaluation; and remuneration, and examining it from these approaches, the positive factor was found out in the appointment and personnel training, and the negative factor was found out in the personnel evaluation and remuneration. It is significant that the positive and negative factors were found in these new approaches since it was not pointed out enough in the approach from the theory of policy making laws. In advancing research on the question posed in the title, this result can be utilized enough.
