Several traditional building group districts exist in Japan as a system for preserving the remaining historical villages and townscapes of the country, along with their surrounding environment. The entire preservation district is a cultural asset in which multiple buildings are used as residences and places for occupation on a daily basis. These districts are more vulnerable, however, than generalpurpose urban areas from the perspective of current urban disaster mitigation because many narrow streets remain paved in old zoning and these are concentrations of wooden buildings older than their useful lives. Disaster prevention projects are emphasized along with building repair and maintenance in preservation projects. Disaster prevention measures based on mechanical technology excluding vulnerability cannot be applied because the preservation of traditional cultura assets that are vulnerable in terms of disaster prevention should be balanced with securing the livelihoods of residents. This means that a cooperative framework among residents is required based on activities closely related to livelihoods passed over in the district. In this research, the regional disaster prevention capacity of Kauemon-cho preservation district in Tochigi city was evaluated by the field survey and the questionnaire survey, clarified the effectiveness of the investigation method.
