抄録

We have the two principal objects of local government. One is self-government that is independent from Japanese government (A). The other is self-government by residents (B). (A) is stronger by consolidation between plural municipalities and (B) is weaker because of this. We have to make stronger the function of (B). Then, I consider the development of the system such as the self-government system by community. In T city F prefecture, we have a new self-government system. This is called the “ cluster system". The cluster system has many autonomous districts in one city. The purpose of the cluster system is the same as my idea of the self-government system by community. We have some problems in the cluster system. Some are problems that are an essential part of the cluster system. Others are problems that are attendant ones. We discuss the way that we will be able to solve the two types of problem. I am sure that the cluster system will develop the system of self-government. That mean the development of democracy because the system of the self-government is considered the “ elementary school of the democracy". I hope T city will be able to develop the cluster system.
