- An Examination of the Way of Using the Bio-nanotechnology in Public Health Science

Bio-Nanotechnology has two aspects. One is the application of industrial nanotechnology to life science. The other is the application of the bio-nanomaterial which is immanent in living things to industrial bio-nanotechnology. The latter is safer than the former because the latter is selected by evolution. The former does not adapt itself to the biological world and has not undergone trial and error in living things. We have to adopt the latter's history of the evolution and not to accept the industrial theory. If we mistake the selection of them, we will have a crisis that will be like the Fukushima nuclear power plant disaster. Nuclear power is the same as the former which has not been selected by evolution in the biological world . The precautionary principle is “ if there is no evidence that X is harmful, then we may do X ". The precautionary principle is becoming more widely accepted by national regulatory agencies around the world. We should adopt this principle when we use bio-nanotechnology. In Japan, the ministry of health, labor and welfare notify the treatment of nano-material. This is the first step to the precautionary principle in the use of the nanotechnology.
