Description
This study clarifies the economic system in recycling sector in rural areas. In this study, the author has focused on two areas in Miyagi Prefecture. One is the greater Osaki area which disposes of excrement by individuals or a few farmers. Another is Tome which disposes of excrement through the compost industry. Most livestock farms in rural areas piled up or overspread excrement in their own fields. They built livestock compost facilities or used compost factories after the law was enforced in 2004. In order to retain the recycling sector, there are three important points. The first point is that the farmers dispose of excrement by compost factories. The second point is that the facilities operator has to improve the facility availability. If they cannot improve the facility availability, they should consolidate the facilities. The third point is that the facility operator has to increase the facility use fee and the compost selling price. These points would contribute to control the deficit of the compost facilities.
