This study deals with the present situation in Early English Education (henceforth EEE)in South Korea (henceforth ROK: Republic of Korea), trying to see the new changes since1997 when the Seventh National Curriculum went into effect.By looking at the new changes and findings in EEE, this study suggests some ideas for thefuture development of EEE in Japan. South Korea has been developing foreign language education under the Seventh NationalCurriculum since 1997. Following the introduction of EEE at primary schools in 1997, somenew curricula, such as, the National Common Basic Curriculum, and the SelectiveCurriculum for Senior High School have been implemented since 2000. Foreign languageeducation policy in ROK is developed around these curricula.EEE at primary schools, in particular, has been noteworthy under the curriculum, and it has also been implemented at all primary schools nationwide since 2000. Several experiments in lowering the grade level in which EEE begins from current 3rd grade to the 1st grade have been conducted in about eighty elementary schools in each of the eight provinces in ROK. Then as a result, the Ministry of Education and Human Resources may try to start EEE from the 1st grade nationwide in 2009. No doubt to say that ROK is now heading toward a new phase in EEE, whereas Japan seems to be left behind. The gap in foreign language education policy between the two nations may be growing. In light of this new phase in EEE, English classes were observed at some primary schools in Chungcheonnum-do. And the present situation in EEE was reported, such as the textbook used nationwide, the classes, teachers, methods of assessment, and PELT, the Primary School English Language Test used in elementary schools. New findings from the class observations and the interviews with elementary school teachers provide valuable insight for the future development of EEE in Japan.
