The Han Empire was set up by the Liu Bang 劉邦 Group, developed through four stages: as the Group of Mangdang Mountain [石+艸+亡]碭山; the Government of Pei county 沛県 and of Dang prefecture 碭郡 in the Chu Kingdom 楚国; the Government of the Han Kingdom漢王国; and finally as the Government of the Han Empire 漢帝国. As for the legal basis in the process of the establishment of political power in the Han Empire, first of all the author has described the legal basis of the Zhangchu 張楚 Government and the Promise of Chu King Huai 楚懐王.Through this process, Liu Bang, the leader of the Group, became the Emperor of the Han Empire through four stages: as the leader of a bandit; the director of Pei county and of Dang prefecture in the Chu Kingdom; the King of the Han Kingdom; and lastly as the Emperor of the Han Empire.The author has also done textual research on the ideas and the history of the Gong 功 and the De 徳, which were regarded as the origins of the political power of the Han Emperor.
