The community school (school management council system) was institutionalized in 2004 with the aim of creating a unique school by working together with schools and local residents. Currently (April 1, 2018) 14.7% of schools across the country have introduced community schools. During this time, the “school education flow” model and the “policy flow” model have been promoted as a form of community school introduction, and the “consistent elementary and junior high school education” model based on the community school has also appeared. This paper outlines the development and current status of community schools after the introduction, and discusses current issues. In addition, a case study in Yakumo-cho, Hokkaido is introduced as a practical example of the “consistent elementary and junior high school education” model.
