With the establishment of Manchukuo, the outline for eeonomic development planning of Manchukuo was published under pressure of the Japanese military and the South Manchuria Railway Co. After that, the Urban Planning of Mukden 奉天 was worked out on the basis of this outline. In this planning Mukden was defined as industrial and commercial center of Manchukuo. Mukden was walking on the road to become a industrial center of Manchukuo following the example of Osaka. With this clue, this paper studied the making process of the Urban Planning of Mukden and the planning of the Tiexi Industrial Park, especially the Foundation process of the Tiexi Industrial Park and the various disputes in the early days of Tiexi Industrial Park, and through these analyzed the Manchukuo's Economic and Industrial Policy in its early stage.
