抄録

The Echigo Plain facing the Sea of Japan is formed the coastal plain with area of 2,070 km^2. Many rivers such as Shinano River and Agano River flow into this coastal plain, and formed the wide lowland. In the Niigata City with the river mouth of the two rivers, the lowland below the mean sea level “zero meter area” is widely extends. In this area, the occurrence of the widely inundated damage is predicted that the levee breach by flooding or earthquake, tsunami and storm surge are happened. Recently, the formative history of the Echigo Plain is reexamined from the investigation of remains and borehole data. These results show the high possibility that the swamp or pond will be formed by the subsidence of the ground involved the inland earthquake. The subsidence by the inland earthquake has presented the new problem, which is not included for the estimation of the earthquake damage of the Niigata region.
