2011年東日本大震災の教訓は「直に逃げる事の重視」とされたが、現在も災害時に「避難せずに自宅に留まる」住民は多い。災害により逃げ遅れて被害を受ける対象は高齢者が多く、避難支援が重要な課題となっている。高齢者の避難拒否は要介護状態、人間関係の断絶などで説明される場合もあるが、その要素が少ないにも関わらず「逃げない」と語る1 事例をSCATの手法により分析した。理論記述として、①遭遇希少な災害に対する継続的な備え行動の困難性、②病と老いの自覚により自立した避難行動の断念、③老年的超越の一側面、が抽出された。Ｂさんは高齢期の発達である老年的超越の側面を有して、死の恐怖感が薄れ、成熟した高齢者として内面では穏やかな気持ちで、「逃げない」と発言していると考える。しかし、その思いに至る背景として日本社会の高齢者に対する自立を求める厳しい視線や高齢者心理の理解不足も存在していると考察した。 A lesson learned from the Great East Japan Earthquake was to “evacuate immediately”. However, many people choose to remain at home rather than evacuating. As most victims of past disasters were older people, assisting them with evacuation is a major challenge. The reasons why they refuse to evacuate in the event of a disaster are because they require assistance and lack relationships with people around them. Using the SCAT technique, we analyzed the narrative of an older person who will “not evacuate” in the event of a disaster despite having favorable relationships with others. As a result, the following 3 theoretical descriptions were extracted : 1. The difficulty of being constantly prepared for disasters that rarely occur, 2. Giving up on self-evacuation action because of age-related decline and illness, and 3. The gerotranscendence perspective. The gerotranscendence perspective, which develops in the later stages of life, reduces the fear of death and helps in developing a calm mind as a mature, elderly individual. This may have played a role in the decision to “not evacuate” in the event of a disaster. However, the social pressure on older people to remain independent and a lack of understanding of their psychology are also underlying factors.
