Abstract

This paper clarifies the value structure of the stakeholder who is related to the water quality of the closing sea area Omura Bay at Nagasaki Prefecture, by both considerations of the environmental action investigation and the CVM research executed about the water quality of Omura Bay. Stakeholder is composed with four cities and six towns having totally 275, 000 people. It also clarifies the meaning and the problem of the environmental evaluation method in this case, furthermore, examines the environment policy of the Omura bay water quality conservation.
