Abstract

Non-preferential rules of origin（ROO）apply to trade policy measures such as quota, trade remedy measures, origin labelling, in comparison with preferential ROO that determine the eligibility of preferential treatment provided by FTA and EPA. WTO has started the harmonization work programme（HWP）of non-preferential ROO in 1995 for establishing harmonized non-preferential ROO（HRO）. This paper studied the progressso far and the recent situation of the HWP, analyzed the necessity of the HRO in the midst of more than 20 years of unsuccessful attempts of the completion of the HRO, and suggested possible ways forward of the HWP.
