The findings of a survey administered by Hiroe and Hatada (2013) highlight some of the challenges involved in elementary school English activities such as teachers' anxiety about their poor command of English (and their pronunciation in particular), and no clear-cut plan concerning how to best make use of ALTs, a poor understanding of the new educational system, and a lack of support by means of teacher-training programs. To improve the situation that elementary school teachers are in, we will propose a teacher-training program designed to maximally meet their requests. In order to make it happen, in fact, we will also propose a ‘Tripartite United Alliance (TUA)' model where Nagasaki University Center of Regional Educational Partnerships, Nagasaki Prefecture Educational Committee, and Nagasaki City Educational Committee are closely organized in a united fashion.
