[Abstract] The COVID-19 pandemic has been affecting the operation of humanitarian assistance due to restrictions on travel and staff deployment. The purpose of this article is to analyze how the COVID-19 crisis has impacted the partnership between insiders and outsiders in humanitarian assistance. One significant change is that local actors, as insiders, have been playing a more critical role with their own leadership. This has led to a renewed way of collaboration with greater complementarity and has also emphasized disparities which we had not noticed before the crisis. This article suggests that creating dialogue is key for developing hybrid ideas that can emerge as a result of the interactions between different views and practices. In addition, these processes are seeking a well-balanced partnership between insiders and outsiders, which will lead to building a resilient society with abundant social capital. These implications go beyond the frame of localization and could provide an opportunity for strengthening more diverse public spheres.
