Abstract

In 1990's, as for social welfare policy for the commercial sector, the development of a new policy comes to be watched. Social welfare policy for the commercial sector transformed to bringing it up while strengthening regulation from regulation. The purpose of this paper is to consider social welfare policy for the commercial sector in child care service in 1990's. Social welfare policy for the commercial sector in child care service transformed in 1990's. Therefore we analyzed child care service in 1990's from the viewpoint of the policy for the commercial sector in child care service in this paper. As a result of analysis the following points became clear. At first child care services by commercial sector in 1990's was still placed outside approved child care service system. Next it was placed in social welfare policy as a complementary role of the approved child care service system.
