Nicholas Kaldor disagreed with England's entering into the Common Market through the whole debate in 1960's and 1970's. His worries and opinions were founded to the theory, which was known as the circuler and cumulative causation. And the policy derived from the theory was the outward strategy that was penetrating to other countries market by the growth of England's export. This combination of the theory and policy is seen in the current economic topics or economics itself, but, is it a right economic judgement? So, we will investigate the theory and meaning of Kaldor's opinion in this essay. We will criticise the logical foundation of the cumulative causation theory and make it clear that it might not have to be always connected with the outward strategy. We can succeed this theory, or, this non-orthodox conception of the market economy without trade conflicts.
