In late years, a crime that is called “Phishing" becomes the social problem. Phishing is online theft in which confidential information is obtained illegally. In the online phishing sites, there are some common features including existence of links to original site. In this paper, we propose a detection method of phishing site by decision of site movements. In the proposed method, we introduce a proxy put between the user host and the Internet. When a user transmits personal information, the proxy sends forged information generated from original information in substitution for the original one to the destination site. To detect the phishing site, the proxy observes the packets transmitted between the host and the site, and makes decisions whether the site has moved or not.
