本稿は，山梨県の県境に位置している丹波山村・小菅村を取り上げ，地域的課題の特性を県境という位置的・地形的側面に焦点を当てて検討し，両村における県境を越えた東京都の西部地域との広域連携の現状と課題を明らかにするものである．丹波山村・小菅村は山梨県の東北部に位置しているが，両村と山梨県の中央地域とを結ぶ交通基盤施設は充分整備されていない．反面，地理的・社会的に東京都と強い関係を保っており，県の上位計画でも東京都との中継的役割を果たすものとして，両村と東京都西部地域との連携を重要視しているが，都県レベルでの広域行政が行われていないため，東京都との広域連携および広域地域活性化は難しい状況下にある．そこで両村における地域的課題の特性を，東京都との広域連携に結びつけて検討した．その結果，①県境を越えて行われている日常生活や社会的・経済的連携によって行政区分としての境界は曖昧なものになっている．②丹波山村・小菅村の人口減少，産業基盤施設の少なさなどのような地域的課題は，地形的条件の不利に起因している．③県境を越えた広域連携の背景には，地域間に共通する自然的，社会的特性，また地域的課題の存在があげられる．④丹波山村・小菅村における山梨県内での交通の不便さもあったが，県レベルの上位計画では両村を東京都と結ぶ連携拠点地域として位置づけている．⑤丹波山村・小菅村を結ぶ公共交通手段は東京都奥多摩町からのバスのみであるが，観光振興を地域活性化の手段としてとらえている両村では，東京都の市町村との広域観光連携は必然的とならざるを得なかったことが明らかになった．さらに，①丹波山村・小菅村と東京都西部地域との社会的・経済的交流の活発化を図るためには，国や県レベルでの県境地域に対する支援が必要である．②丹波山村・小菅村と東京都の市町村を含む広域行政圏の設定が必要であるという課題が提示された．

The purpose of this study is to describe the cooperative relation among local authorities, based on coexisting networks of formal and informal relations between Tabayama and Kosuge- mura with local governments of western Tokyo Metropolis. The main results are summarized as follows : 1) Boundary under the administration has become vague in terms of economic and social cooperative relations between local authorities which across boundaries. 2) Regional problems of Tabayama and Kosuge- mura are the results of geographically disadvantages and economically vulnerable situation. 3) The background of cooperative relation between both mura and local governments of Tokyo Metropolis is sharing the basin of the Tama River. 4) The relations of both mura with local governments of western Tokyo Metropolis are virtually dictated by geographic, social and economic interaction rather than Yamanashi Prefecture itself. 5) It is suggested that both mura should have the public transport facility linkages with local governments of Tokyo Metropolis for tourism promotion. 6) Tabayama and Kosuge- mura have linkages with the local governments of western Tokyo Metropolis in other to plan regional vitalization. But the situation is not simple, because there is dual structure which consists of relationship with local governments of Tokyo Metropolis at local level and the district level in Yamanashi Prefecture. 7) In other to solve the serious problem which deeply involves the local authorities, the regional activation necessitates the promotional ties between Yamanashi Prefecture and Tokyo Metropolis. Furthermore, regional linkages which across boundaries require supplementation at the regional administration level to advance better transboundary cooperation.
