インターネットの普及，指定管理者制度を始めとする運営形態の多様化，都市計画と一体化した建設など，公立図書館を取り巻く状況は大きく変化している．カフェを併設した居心地の良い空間を提供する図書館や，商業施設内に開館する図書館が現れ，図書館を利用する人々のニーズも変化している．このような状況下で，公立図書館が社会教育施設として図書館法に記されたサービスを継続的に提供していくために，どのような機能が必要であるかを明らかにすることを本研究の目的とする． 公立図書館の持つ特性を明らかにするため，アメリカで始まった「場としての図書館」研究に着目した．この研究は，「利用者の生活の中における図書館」という視点に立ち，図書館が地域住民のより豊かな日常の構築に役立つことを目的としている．これらの先行研究から「公立図書館は社会関係資本が形成される場」であると設定し，持続可能な図書館運営のために必要な機能は「地域の課題解決における図書館司書を媒介とした社会関係資本の形成」であると仮説を立てた． この仮説を検証するため，３館の公立図書館（伊万里市民図書館・瀬戸内市民図書館・武蔵野プレイス）に聞き取り調査を行った．調査の分析結果から，社会関係資本を形成する要因として考えられた「建物」「運営形態」「司書の役割」の３点について，各図書館の特徴を整理し，３つの要因に係る社会動向について検証した． The situation surrounding public libraries has changed significantly, due to the internet being commonplace in modern society, the diversification of management forms including the designated administrator system, and the construction integrated with city planning. Under these circumstances, the purpose of this research is to clarify what kind of functions are necessary for public libraries to continuously provide the services specified in the Library Law as social educational facilities. In order to clarify the characteristics of public libraries, I focused on research pertaining to the “library as a place” theory, which originated in the United States. This theory aims to make the library useful for providing a source for richer daily life for the residents from the viewpoint of 'the library in the user's life". In this research, based on similar previous studies, I established a hypothesis that a public library is regarded as a place to provide community problem-solving services by forming social capital, and I verified it through a field survey (interview survey). As a result, it is considered that three elements being ‘type of buildings’, ‘management’, and ‘librarians’ are required to form social capital in the public library. In addition, I considered social trends related to the three elements.
